Peregrine Risk Management discusses responsible security practices at the ICoCA Forum, Geneva

This week, Peregrine Risk Management Co-Founder and Director James Lawrence was invited to speak at the International Code of Conduct Association (ICoCA) Responsible Security Forum, held in Geneva.

It was a privilege to participate, and an important reminder of why standards, accountability, and transparency are not optional extras in our profession. They are the foundation on which credible security risk management is built.

What are responsible security practices?

Responsible security practices are the delivery of security services in accordance with human rights principles, ethical frameworks, and internationally recognised standards. They require transparency, accountability, and a commitment to operating without contributing to harm or corruption. Bodies such as the International Code of Conduct Association (ICoCA) exist to set, monitor, and enforce these standards across the private security sector.

What is the ICoCA Responsible Security Forum?[1]

The International Code of Conduct Association is an independent, multi-stakeholder body that promotes responsible private security practices worldwide. It sets internationally recognised standards for security companies operating in complex and high-risk environments, and provides a framework for oversight, grievance mechanisms, and continuous improvement across the industry.

The Responsible Security Forum brings together security practitioners, policymakers, human rights advocates, investors, and international organisations to examine the most pressing challenges facing the private security sector and to move the conversation forward. For any security risk management consultancy serious about operating with integrity, it is exactly the kind of forum that matters.

Peregrine’s services are built on these same principles of transparency, accountability and responsible practice

James Lawrence at the Forum: The TV Industry and Inclusive Security

James was joined by Maggie Price from ITV, with the session facilitated by host Amelia Knott. Together, they explored lessons and insights from the television industry on inclusive security practices, an increasingly important lens through which the sector is being asked to examine how security is designed, delivered, and experienced by those it is meant to protect.

The conversation reflected a broader shift in how responsible organisations are approaching security: moving beyond compliance and towards a genuine commitment to inclusion, proportionality, and human rights.

What Did The ICoCA Forum Cover?

The event covered five substantive sessions across two days, each addressing a distinct dimension of private security regulation and responsible practice:

  • Lessons and insights from the TV industry on inclusive security practices
  • The impact of Wagner on the future of security
  • Private security, corruption and the case for transparency and regulation
  • Humanitarian engagement with private security companies
  • The pivotal role of private security in the just transition

Our Thanks

We extend our sincere thanks to Swiss Ambassador Julien Thöni for officially opening the forum and setting the tone for two days of substantive and searching discussion. We also acknowledge the support of the Swiss Federal Department of Foreign Affairs (FDFA), the TV Industry Human Rights Forum, the Foreign, Commonwealth and Development Office (FCDO), the OECD, and the Investor Alliance for Human Rights, without whom events of this quality and ambition would not be possible.

Frequently Asked Questions

1. What is the ICoCA and why does it matter for private security?

The International Code of Conduct Association (ICoCA) is an independent, multi-stakeholder organisation that promotes responsible and accountable private security services worldwide. It sets and monitors adherence to the International Code of Conduct for Private Security Providers, a globally recognised framework covering human rights, ethical conduct, and operational standards. Membership signals that a security company is committed to operating transparently and to standards that go beyond domestic regulation alone.

2. What are responsible security practices?

Responsible security practices refer to the delivery of security services in a manner that respects human rights, operates transparently within legal and ethical frameworks, and avoids contributing to harm or corruption. In practice, this includes inclusive security design, proportionate use of force, accountability mechanisms, and a willingness to engage with regulators, civil society, and affected communities. For Peregrine, responsible practice is embedded in our accreditations, our operational approach, and our engagement with bodies like ICoCA.

5. What is private security regulation and why does it matter?

Private security regulation refers to the legal and standards-based frameworks that govern how security companies operate, are licensed, and are held accountable. In the UK, the Security Industry Authority (SIA) sets the domestic regulatory baseline. Internationally, frameworks such as the ICoCA Code establish ethical and human rights obligations for companies operating in complex environments. Robust regulation protects clients, affected communities, and the reputation of the industry as a whole.
